Plan numbering across covers, appendices and merged sections before adding numbers to the final PDF.
Build the final order first
Page numbering is easiest after the document structure is stable. Merge, delete, extract and reorder pages before applying final numbers whenever possible.
If you number sections separately and later insert a page, every following number may need to be regenerated.
Decide how covers and appendices count
Some reports leave the cover unnumbered while counting it internally; others begin numbering on the first content page. Appendices may continue the main sequence or use a separate scheme.
Choose one convention before editing and document it if several people are assembling the packet.
Do a final pagination audit
Compare the viewer page count, visible page numbers and table of contents. They should reflect the intended structure rather than accidentally diverging.
A final PDF review is especially important after combining sections created by different software because each source may have its own existing numbering.
